Gong, together with the Centre for Peace Studies, the Institute for Political Ecology, Klubtur, the Human Rights House, the Croatian Youth Network, RODA, the Croatian Autism Association and Green Action, invites you to the discussion "Missed opportunities and unfulfilled promises: the 'Croatian model' of European Social Fund support to civil society", which will take place on Thursday, October 27 at 10 a.m. at the Association of Croatian Trade Unions (Florijana Andrašeca 18A, 1st floor).
By analysing the paper "Missed opportunities and unfulfilled promises: the ‘Croatian model’ of European Social Fund support to civil society", which is a critical review of the findings and main recommendations of the independent external evaluation of the Republic of Croatia's investment in "good governance" through the European Social Fund in the period 2014-2020, we aim to open a public discussion on the problems in the system of management of EU funds and the unwillingness of state institutions to address them. The analysis reveals numerous areas where the state does not sufficiently use EU funds intended for financing the work of civil society organisations, especially advocacy.
At the event, we will present our own recommendations on how to improve funding for the work of civil society organisations working for the common good.

As speakers we had also invited Anja Šimpraga, Deputy Prime Minister with responsibility for Social Affairs and Human Rights, and Vicko Mardešić, Director of the Directorate for management of EU Operational programmes. Unfortunately, they did not respond to our call.
The discussion will answer the following questions: Who will continuously monitor the recommendations of this evaluation in the implementation of ESF+? How will national priorities for funding be determined? How will the government respond to funding for lobbying by associations?
