20 years ago, the participating states committed themselves to abide by a comprehensive set of fundamental principles related to human rights and democracy. The Copenhagen Document was groundbreaking in establishing detailed rules for the conduct of democratic elections and institutionalizing international election monitoring. It was equally pioneering in tying together democracy, human rights and the rule of law, setting up comprehensive standards for the protection of national minorities' rights.
